=== Instability === A 2021 Federal Reserve review of the bank found several deficiencies in its risk management procedures. The bank failed to fix six citations issued by the Fed and was placed under a full supervisory review in July 2022. In the autumn, San Francisco Fed officials met with SVB senior leaders to discuss the bank's ability to raise cash in a crisis and possible exposure to losses as interest rates rose. Fed officials determined the bank was using flawed models that led SVB officers to incorrectly believe rising interest rates would increase the bank's interest revenue to substantially stabilize its financial condition. By early 2023, the Fed placed SVB in a "horizontal review" of its risk management procedures. In the week before the collapse, Moody's Investors Service reportedly informed SVB Financial, the bank's holding company, that it was facing a potential double-downgrade of its credit rating because of its unrealized losses. On March 8, 2023, SVB announced it had sold over $21 billion worth of its investments, borrowed $15 billion, and would hold an emergency sale of its stock to raise $2.25 billion, including $500 million to General Atlantic. JPMorgan Chase and Bank of America turned down opportunities to acquire the bank. Despite the steps taken by the bank, Moody's downgraded SVB on March 8.
==== Desenrola Brasil ==== In July 2023, the Ministry of Finance launched the first phase of the "Emergency Debt Renegotiation Programme for Indebted Individuals" (popularly known as the Desenrola Brasil programme), a debt renegotiation programme which was divided into two phases. In October of the same year, the second phase, in which non-bank debts were renegotiated, was launched. Desenrola Brasil is made up of four "participants" (the federal government, debtors, creditors (such as financial institutions, public utility services, retail companies, service providers in general, including individual microentrepreneurs and small businesses), and financial agents, such as banks) and has the stated objective of reducing debt among the population (especially the low income and middle classes), as well as facilitating access to credit by the general population.
It contained an immense rectangular hall, 55 metres long, 25 wide, and 15 metres high, supported by forty slender cast-iron columns, and was originally covered with a glass roof one thousand square metres in size. The building suffered from technical problems, and was closed entirely in 1965. It was extensively remodelled between 1991 and 1994 and reopened in its present form. 1-Ethyl-3-(3-dimethylaminopropyl)carbodiimide (EDC, EDAC or EDCI) is a water-soluble carbodiimide usually handled as the hydrochloride, which is a white solid. It is typically employed in the 4.0-6.0 pH range. It is generally used as a carboxyl activating agent for the coupling of primary amines to yield amide bonds. While other carbodiimides like dicyclohexylcarbodiimide (DCC) or diisopropylcarbodiimide (DIC) are also employed for this purpose, EDC has the advantage that the urea byproduct formed (often challenging to remove in the case of DCC or DIC) can be washed away from the amide product using dilute acid. Additionally, EDC can also be used to activate phosphate groups in order to form phosphomonoesters and phosphodiesters. Common uses for this carbodiimide include peptide synthesis, protein crosslinking to nucleic acids, but also in the preparation of immunoconjugates. EDC is often used in combination with N-hydroxysuccinimide (NHS) for the immobilisation of large biomolecules. === Energy intake === 5-HT2C receptor agonists reduce appetite by working on serotonin receptors in a region of the brain called the hypothalamus. Lorcaserin (Belviq) was FDA approved for weight loss but was withdrawn from the market because a safety clinical trial shows an increased occurrence of cancer. Cannabinoid receptor antagonists were developed to treat obesity because researchers noticed that cannabinoid agonists (such as THC, the main pharmacologically active component of cannabis), increased appetite. However, some drugs in this class such as rimonabant were withdrawn or ceased development due to concerns about mental health and suicide. More selective drugs—some are in development that act only in peripheral tissues, not the brain—may be able to achieve this result with fewer adverse effects. GLP-1 agonists such as tirzepatide, semaglutide, and liraglutide slow gastric emptying and also have neurologically driven effects on appetite. It is unknown if GLP-1 agonists or dual/triple agonists of GLP-1 and/or the glucagon or GIP receptors act solely by reducing energy intake or if they also increase energy expenditure. Setmelanotide is an agonist of the melanocortin 4 receptor and is used in people with certain rare genetic conditions that cause obesity. It is less effective and not approved for general obesity.
=== Public health === Work done by scientists in the early 20th century on identifying individual nutrients in food and developing ways to manufacture them raised hopes that optimal health could be achieved and diseases prevented by adding them to food and providing people with dietary supplements; while there were successes in preventing vitamin deficiencies, and preventing conditions like neural tube defects by supplementation and food fortification with folic acid, no targeted supplementation or fortification strategies to prevent major diseases like cancer or cardiovascular diseases have proved successful. For example, while increased consumption of fruits and vegetables are related to decreases in mortality, cardiovascular diseases and cancers, supplementation with key factors found in fruits and vegetable, like antioxidants, vitamins, or minerals, do not help and some have been found to be harmful in some cases. In general, as of 2016, robust clinical data is lacking, that shows that any kind of dietary supplementation does more good than harm for people who are healthy and eating a reasonable diet but there is clear data showing that dietary pattern and lifestyle choices are associated with health outcomes. As a result of the lack of good data for supplementation and the strong data for dietary pattern, public health recommendations for healthy eating urge people to eat a plant-based diet of whole foods, minimizing ultra-processed food, salt and sugar and to get exercise daily, and to abandon Western pattern diets and a sedentary lifestyle.
==== Partition of Vietnam ==== The Geneva Conference recognized the 17th parallel north as a "provisional military demarcation line", temporarily dividing the country into two zones. Operation Passage to Freedom began in August, consisting of the evacuation of Vietnamese civilians from communist North Vietnam to pro-Western South Vietnam. The Geneva Accords promised elections in 1956 to determine a national government for a united Vietnam. Neither the United States government nor the State of Vietnam signed the 1954 Geneva Accords. With respect to the question of reunification, the non-communist Vietnamese delegation objected strenuously to any division of Vietnam, but lost out when the French accepted the proposal of Viet Minh delegate Phạm Văn Đồng, who proposed that Vietnam eventually be united by elections under the supervision of "local commissions". The United States countered with what became known as the "American Plan", with the support of South Vietnam and the United Kingdom. The American Plan provided for unification elections under the supervision of the United Nations, but was rejected by the Soviet delegation. From his home in France, Bảo Đại appointed Ngo Dinh Diem as Prime Minister of the State of Vietnam. With American support, in 1955 Diem used a referendum to remove the former Emperor and declare himself the president of the State of Vietnam. When the elections failed to occur, Viet Minh forces that had remained in South Vietnam were activated and began to fight the government.

Two people were killed by Russian shelling in Bilopillia, Sumy Oblast. Russian-installed officials in Luhansk Oblast claimed that one person was killed by Ukrainian shelling in Novodruzhesk. The governors of Kursk and Bryansk Oblasts also claimed that two people were killed in separate Ukrainian attacks. Ukrainian media reported that the HUR carried out an operation that destroyed a Russian Ka-32 helicopter in Ostafyevo Airport, Moscow, and a cyberattack that targeted the United Russia party. Ukraine withdrew its M1A1 Abrams tanks from frontline service after two months in action. A US Defense official said the withdrawal was due to difficulties in maneuvering undetected through terrain and Russian drone attacks. Zelenskyy dismissed Brigadier General Oleksandr Yakovets as commander of the Ukrainian military's Support Forces after more than a month in office, and transferred him to head the State Transport Special Service, replacing Bohdan Bondar. The US government announced a US$6 billion military aid package for Ukraine that included Patriot and NASAMS missiles, counter drone systems, artillery ammunition and other precision strike weapons. US Secretary of Defense Lloyd Austin called it the "largest security assistance package that we've committed to date". Six photos surfaced online, taken somewhere in Russia, which appeared to show a crashed Swift 2 fitted with a single OFAB-100-120 bomb along with other equipment to allow for it to become a "remotely piloted bomber".
Though clinical scientists have existed in the UK National Health Service for ≈60 years, the introduction of formally-trained and accredited consultant-level clinical scientists is relatively new, and was introduced as part of the new Modernizing Scientific Careers framework developed in 2008. Consultant clinical scientists are expected to provide expert scientific and clinical leadership alongside and, at the same level as, medical consultant colleagues. While specialists in healthcare science will follow protocols, procedures and clinical guidelines, consultant clinical scientists will help shape future guidelines and the implementation of new and emerging technologies to help advance patient care. In the United Kingdom, healthcare scientists including clinical scientists may intervene throughout entire care pathways from diagnostic tests to therapeutic treatments and rehabilitation. Although this workforce comprises approximately 5% of the healthcare workforce in the UK, their work underpins 80% of all diagnoses and clinical decisions.
=== Detection in bodily fluids === Since 6-MAM is a metabolite unique to heroin, its presence in the urine confirms heroin use. This is significant because a urine immunoassay drug screen typically tests for morphine, which is a metabolite of a number of legal and illegal opioids such as codeine, morphine sulfate, and heroin. Trace amounts of 6-MAM are excreted approximately 6–8 hours following heroin use. 6-MAM is naturally found in trace amounts in rat and cow brains.
