=== Prosecution in the United States === Following his capture Noriega was transferred to a cell in the Miami federal courthouse, where he was arraigned on the ten charges which the Miami grand jury had returned two years earlier. The trial was delayed until September 1991 over whether Noriega could be tried after his detention as a prisoner of war, the admissibility of evidence and witnesses, and how to pay for Noriega's legal defense. The trial ended in April 1992, when Noriega was convicted on eight of the ten charges of drug trafficking, racketeering, and money laundering. On July 10, 1992, Noriega was sentenced to 40 years in prison. In pre-trial proceedings, the government stated that Noriega had received $322,000 from the U.S. Army and the CIA. Noriega insisted that he had in fact been paid close to $10,000,000, and that he should be allowed to testify about the work he had done for the U.S. government. The district court held that information about the operations in which Noriega had played a part supposedly in return for payment from the U.S. was not relevant to his defense. It ruled that "the tendency of such evidence to confuse the issues before the jury substantially outweighed any probative value it might have had." One of the witnesses in the trial was Carlton, who had previously flown shipments of drugs for Noriega. Information about Noriega's connections to the CIA, including his alleged contact with Bush, were kept out of the trial. After the trial, Noriega appealed this exclusionary ruling by the judge to the Eleventh Circuit Court of Appeals.
=== Legal challenges === Nutraceutical Corporation, a supplement manufacturer based in Park City, Utah, challenged the legality of the FDA's ban of Ephedra alkaloids as exceeding the authority given to the agency by the Dietary Health Supplements and Education Act. Nutraceutical Corporation stated that while they did not intend to restart marketing ephedra, they were concerned about the scope of the FDA's regulatory action. Judge Tena Campbell of Utah's Federal District Court ruled that the FDA had not proven that low doses of ephedra alkaloids were unsafe, although she also noted that studies to address the safety of low-dose ephedra would be unethical. Nevertheless, her ruling overturned the ban on the sale of ephedra alkaloids in the state of Utah, and called into question whether the ban could be enforced anywhere in the United States. The ruling was appealed to the U.S. Court of Appeals for the Tenth Circuit in Denver, Colorado. On August 17, 2006, the Appeals Court upheld the FDA's ban on Ephedra alkaloids, finding that the 133,000-page administrative record compiled by the FDA supported the agency's finding that ephedra alkaloids posed an unreasonable risk to consumers. Nutraceutical Corp. filed a petition for a writ of certiorari seeking a rehearing on the ban of ephedra alkaloids; however, on May 14, 2007 the United States Supreme Court declined to hear this petition. The sale of ephedra alkaloid-containing dietary supplements remains illegal in the United States. Sales of products containing ephedra extract not containing ephedrine remain legal.

==== Multifunctional alginate scaffolds ==== Multifunctional alginate scaffolds for T cell engineering and release (MASTER) is a technique for in situ engineering, replication and release of genetically engineered T cells. It is an evolution of CAR T cell therapy. T cells are extracted from the patient and mixed with a genetically engineered virus that contains a cancer-targeting gene (as with CAR T). The mixture is then added to a MASTER (scaffold), which absorbs them. The MASTER contains antibodies that activate the T cells and interleukins that trigger cell proliferation. The MASTER is then implanted into the patient. The activated T cells interact with the viruses to become CAR T cells. The interleukins stimulate these CAR T cells to proliferate, and the CAR T cells exit the MASTER to attack the cancer. The technique takes hours instead of weeks. And because the cells are younger, they last longer in the body, show stronger potency against cancer, and display fewer markers of exhaustion. These features were demonstrated in mouse models. The treatment was more effective and longer-lasting against lymphoma.
